16/09/2009Russia completed to be the main importer of the American chicken meat

First for many years Russia purchased less American poultry meat than China. During seven months of 2009 USA delivered 336 500 tons at the Russian market (by 22.7% in comparison with the same period of 2008) and 374 100 tons to China.

The Russian experts consider that the import reduction to Russia is the beginning of long-term trend occurred as a result of quotas decrease, duties increase for non-quota meat as well as development of the Russian domestic poultry breeding.

Totally, in 2009 Russia imported more chicken meat than China as we import some volume from EC countries and Brazil, Mr. Dmitry Rylko, the general director of IKAR, reported. However if recently Russia has been the leader of imported poultry meat, now the difference is reduced up to several percents. Upon the results of 2009 China may outstrip Russia and become the main world importer of poultry meat, the expert has predicted.

The Ministry of Agriculture and the Ministry of Economical Development are preparing the draft of the decree which will regulate meat import to Russia in 2010-2012. It’s expected that the quota for poultry meat import will be reduced practically twice – from 952 000 tons in this year up to 550 000 tons in 2012.

The quota for pork meat will be gradually decreased while the quota for beef meat will increase a little. At that, duties rates of non-quota deliveries will be increased for all kinds of meat. Besides, the current country principle of quotas distribution is planned to be saved but, however, it will be modified taking into consideration the volume of actual meat deliveries. In December of 2008 the government adjusted quotas volume for 2009 and reduced them for poultry meat by 300 000 tons– up to 952 000 tons.

Also the duties were increased for non-quota deliveries of pork (up to 75% but not less than EUR 1,5 per 1 kg) and of poultry (up to 95% but not less than EUR 0,8 per 1 kg). It’s proposed mainly to decrease the quotas for poultry meat deliveries. Particularly, in 2010 it’s expected to reduce the import up to 780 000 tons, in 2011 – up to 600 000 tons, in 2012 – up to 550 000 tons. Rates for over-quota deliveries will be saved at the current level. The Russian manufacturers may replace the reduction of poultry meat import in appropriate volumes, Ms. Galina Bobyleva, the general director of the Russian Poultry Union. “We will not expect prices variation if we have the stable situation at the grain market as at present” – she says.

Domestic poultry breeders have already increased the meat production by 142 000 tons for seven months of this year in comparison with the same period of 2008. Totally in 2009 we expect the output increase by 300 000 tons and in 2010 – again by 200 000 tons.

«It's not worth fearing the poultry meat overproduction», — Mr. Zuobkov Victor, the first vice-president of the government of RF declared during the meeting on agriculture development in Novgorod region. Upon the report of the Information Agency REGNUM, Mr. Zuobkov announced the plenty of imported meat production from the countries of EC and the American continent at the food market of Saint-Petersburg: «At present the imported meat share in Saint-Petersburg exceeds 55% — it's the potential market of domestic meat».

Put into operation of the large complex such as «Belgrankorm» Ltd. — Great Novgorod (Novgorod region) for growth, slaughter, deep poultry meat treatment, including incubator and provender milling, will allow not only to ensure our own consumption but also to increase its deliveries to Saint-Petersburg and other northwest regions.
